Digitalization Of WASH Field Operations Management and Services Performance Tracking Under the Rohingya Response

Project Overview

Managing WASH services across the Rohingya camps in Cox’s Bazar requires coordination among numerous implementing partners, field teams, facilities, beneficiaries, assets, and service activities. With more than 23 implementing partners involved, fragmented reporting processes and manual workflows created challenges in maintaining consistent data, monitoring field activities, and evaluating service performance.
3DEVs IT Ltd. designed a centralized, scalable, and integrated digital platform to transform WASH field operations and service performance tracking. The solution connects field operations, facility monitoring, beneficiary services, asset and inventory management, GIS, reporting, and analytics within a unified digital ecosystem.

The Challenge

WASH operations depended heavily on different reporting formats, disconnected systems, and manual or partially digital processes. This resulted in reporting delays, data inconsistencies, duplication of work, and limited visibility into field-level activities.
Field teams also frequently operate in areas with limited internet connectivity, making real-time data submission difficult. At the management level, the absence of a unified platform made it challenging to monitor facilities, service delivery, partner performance, inventory, and beneficiary-level activities from a single source.

The Solution

3DEVs IT Ltd. designed a modular, API-driven digital ecosystem combining centralized management with offline-capable field operations.

The solution includes a web-based operations management platform for partner reporting, activity management, service verification, facility monitoring, asset and inventory tracking, dashboards, and performance monitoring.

An offline-capable field application enables teams to collect monitoring data, conduct inspections, record field activities, verify service completion, and capture GPS- and time-stamped information without continuous internet access. Data can be synchronized with the central platform when connectivity is restored.

The integrated solution covers

  • Beneficiary & E-Card Management – beneficiary registration, demographic information, service subscriptions, QR/PIN-based verification, and service history.
  • WASH Facility Monitoring – digital registration and geolocation of water points, latrines, bathing spaces, and other WASH infrastructure.
  • Field Operations Management – task assignment, field activity tracking, workforce monitoring, incident reporting, and issue escalation.
  • Asset & Inventory Management – asset registration, stock management, movement, dispatch, and reporting.
  • Complaint & Feedback Management – structured complaint submission, tracking, evidence attachment, and resolution monitoring.
  • GIS-Based Monitoring – facility mapping, coverage visualization, hotspot identification, and infrastructure performance monitoring.
  • Dashboards & Analytics – real-time visibility into service delivery, facility conditions, partner performance, inventory, complaints, and camp-level operations.
  • System Integration – API-based interoperability with relevant external databases and existing WASH sector systems.

Technical Approach

  • The platform follows a modular and scalable architecture, allowing individual components to be enhanced independently while maintaining interoperability through APIs.
  • Considering field connectivity limitations, the solution follows an offline-first approach, allowing data to be captured locally and synchronized with the central system when connectivity becomes available.
  • The architecture also incorporates role-based access control, sensitive-data encryption, audit logs, API-driven interoperability, multi-tenant data handling, and scalable deployment readiness to support secure and sustainable operations.

Key Benefits & Outcomes

The digital platform creates a single, integrated source of operational information, reducing dependency on fragmented and manual processes.

Key benefits include:

  • Faster and more accurate field data collection
  • Continued field operations in low-connectivity environments
  • Reduced manual reporting and data duplication
  • Centralized monitoring of beneficiaries, facilities, services, assets, and inventory
  • Real-time visibility into field activities and partner performance
  • Improved transparency and accountability
  • Better coordination among implementing partners
  • GIS-enabled monitoring and operational planning
  • Faster identification of operational issues and service gaps
  • Improved data-driven planning and decision-making
  • Better service continuity through facility and maintenance monitoring
  • Scalable digital infrastructure for future expansion

Conclusion

The solution demonstrates how a unified digital ecosystem can transform complex humanitarian field operations by connecting people, facilities, services, assets, field activities, and management information within a single platform.

By replacing fragmented workflows with integrated digital processes, the platform provides stronger operational visibility, improved data accuracy, faster reporting, and greater accountability—supporting more efficient and reliable delivery of essential WASH services.
